Two arrests have been made in connection with the shooting of a 25-year old man from Whitby. Toronto Police have charged 22-year old Maod Tsegazab with second-degree murder and 21-year old Joseph Carlton Bryan with accessory after the fact to murder; both men are from Toronto. The charges are related to an incident that took place on February 12th at 3pm in the stairwell of an apartment building on Lawrence Av. E. west of Kingston Rd. in Scarborough. Dean Howlett was found suffering from gunshot wounds and was pronounced dead at the scene. He was Toronto's 7th homicide victim of 2019, and the fourth to die as the result of a shooting.
